Further note has been received from State Department

expressing doubt whether relevant regulations of

Czechoslovakian Government can be considered "wholly

satisfactory", as suggested in second paragraph of that

despatch.

They learn that shipment comprising four hundred

machine guns and two million rounds of ammunition calibre

7.92 from Brno Czechoslovakia is due to arrive in

Hongkong on October 5th consigned to first group army,

Canton. Shipment will be covered by through bills of

lading to Canton; and Cantonese Huchau cover of shipment

is already in the hands of Hongkong police authorities.

They presume that this shipment cannot be covered by

Huchau from Chinese Central Government.
